Updates on Russia-related Sanctions and Export Restrictions

Russia-related Alerts

FedEx, UPS, and DHL have suspended deliveries to Russia, Belarus, and Ukraine due to the current conflict in Ukraine. The U.S. Postal Service (USPS) is currently the only shipping option for these countries, although USPS may also experience interruptions or be unavailable depending upon circumstances on the ground. (Note that USPS is not available via eShip@Penn.)

The U.S. government has also imposed export licensing requirements for many items that previously did not require an export license to Russia and Belarus. The categories of items requiring an export license now include, but are not limited to, computers, semiconductors, telecommunications, and sensors. The export licensing requirements also apply to hand-carried items. Once shipments resume, the Office of Export Compliance in ORS will work with shippers to obtain any required documents for shipments or hand-carry.
