System-to-System (S2S) records must be created for all new and competitive renewal proposals, as well as their resubmissions, to Department of Defense CDMRP and DHHS agencies using the NIH Commons. Some revision (supplemental) applications for existing awards are submitted S2S if an opportunity has been posted at Grants.gov by the funding agency. These are PennERA child records. Non-competing and many revision (supplemental) applications are not S2S, but a PennERA child record is created for these submissions.
